Thu 08 June 2023:

A draft bill updating the guidelines for giving work permits to non-EU citizens was agreed by EU member states on Thursday, Anadolu Agency reported.

In a statement, the Council of the EU announced that it had “agreed its position on an update of an EU law that deals with legal migration to the EU labor market.”

The proposal updates the bloc’s so-called “Single Permit Directive” adopted in 2011.

The new rules aim to simplify the application procedure and ensure “more rights for third-country workers and their equal treatment compared to EU workers,” the statement said.

The permit grants rights both to work and reside in the EU, and non-EU nationals can apply for it from outside the bloc or in the EU territory.

EU member states can continue to determine whether and how many workers they wish to allow to their labor markets, but under the new guidelines, they must make a decision on the file within four months of receiving it.

As an important upgrade, foreign workers are now able to change employers and even stay in the EU for up to two months after their permission expires to hunt for another job if they lose their position.

Following the adoption of the European Parliament’s negotiating stance in March, the EU institutions will soon begin discussions on the final form of the bill.
