FORMER ISRAELI PRIME MINISTER PROPOSED RACIALLY SELECTIVE CONVERSIONS TO PRESERVE JEWISH MAJORITY

A 2013 recording of a private meeting hosted by disgraced sex offender linked to Mossad, Jeffrey Epstein, captures former Israeli prime minister Ehud Barak proposing a policy of mass conversion to Judaism aimed at preserving a Jewish majority in Israel. Barak suggests that unlike during the early years of the state, Israeli authorities could now “be selective” and “control the quality” of who is accepted as Jewish.

The three-and-a-half-hour conversation, which also included former US Treasury Secretary Larry Summers, appears in the latest tranche of Epstein-related materials. In the exchange, Summers raises concerns about demographic trends, noting high birth rates among Palestinians and ultra-Orthodox Jews, and lower birth rates among secular Jewish Israelis. He refers to the situation as “terrible demography,” a framing long used in Israeli political discourse to describe the potential for non-Jews to outnumber Jews in historic Palestine.

Responding to the concerns, Barak describes Israel as “drifting along the slippery slope to a one-state nation… with an Arab majority.” As a response, he proposes relaxing Orthodox religious controls over who qualifies as Jewish and opening the gates to what he calls “massive conversion into Judaism.”

“In a successful country, many will apply,” Barak says. “We can control the quality much more effectively. Unlike the founding fathers of Israel, who had to accept people from North Africa, from the Arab [world]… now we can be selective.”

Israel’s immigration policy, structured around the racist 1950 Law of Return, grants automatic citizenship to Jews from around the world. During the state’s early years, this included the mass absorption of Mizrahi Jews from Arab countries and North Africa. Many of these communities faced systemic discrimination upon arrival, including forced assimilation and social exclusion, with Israeli institutions historically dominated by Ashkenazi elites of European origin.

Barak’s remarks reference Israel’s early immigration history but introduce a racialised distinction. He contrasts the state’s founding period—when leaders “had to accept people from North Africa, from the Arab [world]”—with what he describes as today’s opportunity to “control the quality” of who becomes Jewish. 

Barak suggests that unlike in the past when Israel had to accept Jewish immigrants from Arab countries and North Africa, the state can now be more selective. His proposal to allow mass conversions is framed as a way to choose who gets to become Jewish—avoiding Arabs and Africans and bringing in what he calls “quality” Jews instead.

The comments of the former Israeli prime minister come in the context of a broader demographic strategy long central to Israeli policy to preserve Jewish supremacy. Successive governments have treated the growth of the Palestinian population as a national security concern, employing policies that include settlement expansion, residency revocations, restrictions on family reunification, and the systematic underdevelopment of Palestinian communities within and beyond the Green Line.

The recording reflects the deep-seated anxiety within Israeli political circles over the prospect of a single state with equal rights. In that scenario, Palestinians would form a demographic majority, threatening the state’s racist Jewish identity. Barak’s proposed “quality control” approach reflects a continuation of efforts to manage the composition of the population by shaping the racial and geographic origins of future Jewish citizens of Israel. 

The meeting is believed to have taken place in Epstein’s Manhattan townhouse. Barak’s ties to Epstein have been the subject of media attention for several years, including documented visits to Epstein’s properties and financial links between the two men.
