Kenya’s police watchdog, the Independent Policing Oversight Authority (IPOA), is investigating possible police involvement following the discovery of nine mutilated bodies in an abandoned quarry in Mukuru, a slum area south of Nairobi. The bodies, found less than 100 meters from the Kware police station, were wrapped in bags and secured with nylon ropes, showing visible signs of torture and mutilation.

IPOA confirmed, “seven deceased persons are believed to be female while two are males.” The Kenya Human Rights Commission called for a “comprehensive investigation” to determine the cause of the deaths and hold those responsible accountable, urging the government to “take accountability for this heinous crime.”

This investigation follows intense scrutiny of Kenyan police after the deaths of dozens during recent anti-government protests, with rights groups accusing officers of using excessive force. The presidency announced the resignation of Inspector General of Police Japhet Koome amid the backlash.
IPOA noted the proximity of the dumping site to the police station and the “widespread allegations of police involvement in unlawful arrests, [and] abductions” as reasons for their preliminary inquiries into potential police involvement. They also urged “immediate and hastened forensic investigations” to identify the bodies.
The protests began over proposed tax hikes in a new finance bill, which President William Ruto later scrapped. However, protesters continue to demand his resignation and police accountability for the violence against demonstrators.
