NATO Secretary General Mark Rutte warned on Wednesday that countries such as Brazil, China and India could be hit very hard by secondary sanctions if they continued to do business with Russia.
Rutte made the comment while meeting with senators in the U.S. Congress the day after President Donald Trump announced new weapons for Ukraine and threatened “biting” secondary tariffs of 100% on the buyers of Russian exports unless there is a peace deal in 50 days.

Brazil and India are among the largest buyers of Russian crude oil and gas, alongside China and Turkey. This trade, particularly in energy, is seen by NATO and the U.S. as propping up Russia’s economy, which funds its military efforts in Ukraine.
Western powers, including NATO, argue that these economic ties undermine efforts to impose sanctions on Russia and weaken its ability to sustain the war.
The U.S., under Trump, even floated 500% tariffs, giving a 50-day ultimatum for peace talks. This threatens Brazil’s fertilizer imports and India’s oil supply, risking economic chaos. Both countries resist, valuing their autonomy and long-standing Russian ties—India for defense, Brazil for trade. They see NATO’s pressure as coercive, highlighting Western double standards, especially since some NATO members like Turkey also trade with Russia. It’s a tense standoff, with Brazil and India caught between economic risks and their independent foreign policies.
