SEOUL SUMMIT FOCUSES ON IMPORTANCE OF “MAINTAINING HUMAN CONTROL” OVER AI IN WARFARE

A global summit in South Korea on Tuesday emphasized the importance of “maintaining human control” over the military use of artificial intelligence (AI).

A declaration, issued at the end of the two-day summit in the capital Seoul, also warned against the potential for AI to contribute to the proliferation of weapons of mass destruction.

The summit, Responsible AI in the Military Domain, brought together representatives from over 90 nations, including the US and China, as well as around 2,000 government officials and experts.

The summit’s concluding “Blueprint for Action” urged for “appropriate human involvement” in the development, deployment, and use of AI in military applications.

The statement underscored the importance of human judgment and control over the use of force in AI systems.

“We stress the need to prevent AI technologies from being used to contribute to the proliferation of weapons of mass destruction,” the document added, emphasizing that AI should support, not hinder, disarmament and arms control efforts.

The military use of artificial intelligence (AI) is revolutionizing warfare, enhancing capabilities such as autonomous drones, surveillance systems, and decision-making tools. Autonomous weapons, such as AI-controlled drones, can operate without direct human oversight, raising concerns about ethical decision-making and accountability. AI systems could potentially make life-or-death decisions, and there’s a fear that miscalculations or malfunctions might lead to unintended casualties.

Furthermore, the risk of AI being weaponized by rogue states or non-state actors heightens global security threats, and an AI arms race could destabilize global peace efforts, making conflicts more unpredictable and dangerous.
