US CYBERCOM CHIEF: CHINA OUR PACING CHALLENGE; RUSSIA, OUR PACING THREAT

US cybersecurity services are currently conducting 50 “hunt forward missions” in 22 countries, US Cyber Command (CYBERCOM) chief Gen. Paul Nakasone said on Tuesday.

“(CYBERCOM) is) conducting 50 hunt forward missions in 22 countries and across 70 networks,” Nakasone told the AFCEA TechNet Cyber 2023 conference at the Baltimore Convention Сenter.

Nakasone, who also serves as the director of the National Security Agency and chief of the Central Security Service, highlighted Cybercom’s strategy to meet the challenge.  

Hunt Forward Operations are defensive missions that allow countries to better understand the shared threats and enhance the security of critical networks that US allies and partners depend on.

“‘Steady state’ is an anachronism,” said Nakasone. “Today, competition, crisis and conflict are our watchwords; China, our pacing challenge; Russia, our pacing threat.” 

Russia is an acute threat to US cybersecurity operations while China remains the main pacing challenge as US cybersecurity services work to protect the enormous Department of Defense cyber domain that includes 3 million users and 4.2 million computers, Nakasone stated.

“In nine months our nation had seen supply chain, zero day attacks, and ransomware,” he said. “I think collectively we understood from that day forward that cybersecurity is national security.”

On the military front, the general said, “we also see a changing character of warfare with the speed of change, greater complexity and ambiguity, [and] threats that transcend traditional geographic borders and warfighting domains.”

He said the new paradigm is “no longer peace or war – steady state is an anachronism today [and] competition, crisis, or conflict are our watchwords.” China, he said, remains “our pacing challenge,” while Russia constitutes “an acute threat.”

“We also see the power of information, information that influences, information that alters an adversary’s calculus, information that impacts kinetic effects, that impacts that kinetic battlefield, information that strengthens partners,” he said.

In the face of those daunting conditions, Gen. Nakasone said “the winners will be those that can set conditions for dynamic collaboration that enable understanding and action.”
