PUTIN SIGNS DECREE GRANTING RUSSIAN CITIZENSHIP TO ALL UKRAINIANS

On Monday (July 11), Russian President Vladimir Putin expanded the fast-track route to Russian citizenship and made it available to all Ukrainians. Putin issued an executive order to that effect.

Until recently, the fast-track route was exclusively available to inhabitants of Ukraine’s Donetsk and Luhansk regions, as well as residents of southern Zaporizhzhia and the Kherson areas. Putin’s decision has now made the mechanism accessible to all Ukrainians. Ukrainian officials made no quick comment on this development.

Between 2019, when the procedure was first established for residents of Donetsk and Luhansk, and this year, more than 720,000 people of the two regions’ rebel-held districts got Russian passports, representing “about 18% of the population.”

Residents of the Zaporizhzhia and Kherson areas were also given the option to use the fast-track process in late May, three months after Russia invaded Ukraine. The first Russian passports were apparently distributed there a month ago.
