ISRAEL’S BEN-GVIR UNVEILS $20BN PLAN TO RELOCATE GAZA POPULATION

Israeli far-right National Security Minister Itamar Ben-Gvir has presented a $20 billion proposal aimed at relocating almost 2 million Palestinians from the Gaza Strip over seven years, according to Israel’s Channel 14.

The initiative, reportedly titled “Disengagement 710”, sets out a series of targets for what Ben-Gvir’s Otzma Yehudit party describes as “voluntary emigration” from Gaza.

Under the proposal, about 250,000 Palestinians would leave Gaza during the first year, with the number rising to approximately 1.1 million within three years. The plan ultimately aims to facilitate the departure of around 1.9 million people over a seven-year period.

According to Channel 14, the proposal would require the establishment of a dedicated Ministry of Emigration, headed by its own minister and supported by a separate budget and an international negotiating body.

Potential destinations examined during preliminary work include Turkiye, Ethiopia, the Democratic Republic of Congo and several Arab states. The plan outlines absorption support packages covering travel, housing and job training for up to 24 months, funded directly by the Israeli state, alongside international matching frameworks.

Otzma Yehudit has reportedly made the creation of such a ministry a key coalition demand, saying it would be a non-negotiable condition for the party to join any future Israeli government following upcoming elections.

Preliminary planning has identified several potential destinations for Palestinians leaving Gaza, including Turkiye, Ethiopia, the Democratic Republic of Congo and a number of Arab countries.

The proposal includes financial and practical assistance for those who relocate, with packages covering transportation, accommodation and employment training for as long as 24 months.

Funding would come directly from the Israeli government, with the plan also envisaging international arrangements under which other countries could provide matching financial support.

The proposal has been framed by Ben-Gvir’s party as a long-term strategy for reducing Gaza’s population through what it calls voluntary relocation.
