Civil Code Amendments Would Require Consent for Voice Use Amid Rising Deepfake Risks

Lithuanian lawmakers on Monday called for legal safeguards to protect people against artificial intelligence-generated voice cloning, according to broadcaster LRT.

Lawmakers proposed changes to the Civil Code to recognize a legal right to one’s voice, requiring consent for its reproduction, publication or other use amid rising concerns over AI-generated deepfakes.

Protections Would Cover Real Recordings, Imitations and Synthetic Voices

The proposed safeguards would apply to recordings of a person’s real voice, as well as imitations and AI-generated voices capable of identifying them.

Parody and satire would be exempt, provided they did not mislead the public about a recording’s authenticity or violate a person’s honor, dignity, professional reputation or privacy.

AI Advances Heighten Risks of Fraud, Scams and Disinformation

Conservative lawmaker Vytautas Kernagis, one of the proposal’s authors, reportedly said advances in artificial intelligence were making it harder to distinguish real voices from AI-generated ones, increasing the risk of disinformation and fraud.

Voice cloning technology can be exploited by cybercriminals to impersonate individuals, including celebrities, authorities, or ordinary people, leading to fraud and scams. This can create false urgency, manipulate victims, and cause financial and emotional harm. It poses risks to individuals, businesses, and governments by enabling fraudulent extortion and identity theft.

Additionally, people often struggle to detect AI-generated cloned voices, increasing vulnerability to deception. This technology also threatens privacy and trust in communication.

The government, meanwhile, said it would review whether existing Lithuanian legislation provides sufficient protection for individuals’ voices and digital likenesses.
