Washington intensifies pressure on Havana as Cuba announces new economic reforms

The United States has announced a fresh round of economic sanctions against Cuba, targeting several companies and Fidel Ernesto Castro, the 31-year-old grandson of former Cuban leader Raul Castro.

The measures, announced by the State Department on Thursday, are the latest in President Donald Trump’s campaign to weaken Cuba’s government and push for political change.

“Cuba’s Communist regime elites preside over a failed state where ordinary Cubans go hungry,” US Secretary of State Marco Rubio said in a social media post.

Washington defends tougher measures

The new sanctions come after months of escalating pressure, including a de facto fuel blockade, on top of the decades-old US embargo imposed during the Cold War.

Rubio said further action was needed to hold Cuba’s leadership accountable for what he described as decades of economic mismanagement and repression.

He also accused Havana of seeking to “export subversive Marxist ideology to the United States and other states in the Western Hemisphere”, echoing Trump’s claims that Cuba poses a national security threat.

The latest measures cover two companies involved in Cuba’s nickel mining industry, two businesses active in the country’s struggling energy sector, including an oil import company, and Banco Exterior de Cuba, a state-owned bank.

Cuba announces further reforms

Since the heightened pressure campaign began in January, Cuba has introduced measures aimed at addressing criticism of its economic policies.

In June, the government approved 176 free-market reforms, described as the country’s biggest such changes in decades. It has also released prisoners as a “humanitarian and sovereign gesture”.

On Thursday, Havana announced another package of legal changes, spanning 34 pages, intended to reduce regulation and state control in sectors including tourism.

Under the new rules, private companies will be allowed to establish independent tour and travel agencies rather than operate through the government. They will also be able to hire workers without using state employment agencies.

Some domestic investors will also find it easier to open bank accounts abroad.

Despite these steps, the Trump administration has continued its sanctions campaign and repeatedly threatened Cuba with military intervention since the start of the year.

UN warns of worsening humanitarian conditions

Critics say the sanctions and ongoing energy restrictions have pushed Cuba’s electricity grid and healthcare system towards collapse.

UN High Commissioner for Human Rights Volker Turk said in June that the restrictions were “directly harming Cubans” and called for them to end.

“Children are dying because doctors lack access to essential medical supplies and medicines,” said Turk. “This is unacceptable.”

Rubio, however, has maintained that Cuba’s government is responsible for the island’s economic hardship.

Havana rejects US security claims

Cuban Foreign Minister Bruno Rodriguez accused Washington of manufacturing threats to justify its pressure campaign in an interview published Thursday by the state-run newspaper Gramma.

“The truth is that Cuba does not threaten US national security or the US economy, nor does it wish to do so,” he said. “The accusation that Cuba allegedly sponsors terrorism actually reveals the US government’s lack of seriousness.”

The new sanctions further deepen the confrontation between Washington and Havana, as Cuba attempts to introduce economic reforms while facing growing pressure from the United States.
